IRSA is looking for a Human Resources Manager. Ideally, the candidate will be an experienced HR professional who can combine strategic planning and innovative thinking with the ability to directly manage day-to-day issues.

Position: Full-time term position
Term: Through 31 March 2023 (renewable 1 April each year, subject to program funding and operational needs)
Salary: $55,000 to $65,000 per year
Working hours: 37.5 hours per week
Location: Charlottetown

IRSA is seeking a Human Resources Manager to help us on our mission of building a welcoming and inclusive environment through bringing diverse communities together and empowering newcomers to build a future in PEI.

We help all newly landed immigrants and newcomers to Canada by providing vital support in the areas of short-term settlement services, long-term inclusion and community integration programs in the province of Prince Edward Island.

How You'll Spend Your Time

The Human Resource Manager is a key member of the IRSA leadership team and is the primary representative for employee-related issues. This individual fosters workplace engagement and commitment to realizing IRSA's mission and objectives. Promoting corporate values and shaping a positive culture is a vital aspect of the HR Manager role, as well as workforce planning, job design, recruitment, employee relations, performance management, training and development, and talent management. The Human Resources Manager:

  • Acts as the main point of contact on Human Resources (HR) issues across the organization;
  • Leads the full-cycle recruitment and onboarding process that seeks to identify, recruit, and retain exceptional candidates aligned with the organization's mission and principles;
  • Formulates and recommends human resources policies, procedures and programs in compliance with relevant employment legislation;
  • Leads and ensures the organization complies with all employment and human resources legislative and government requirements, protecting the interests of employees and the organization in accordance with laws and regulations;
  • Determines and recommends best practices for establishing a positive employer-employee relationship, and promotes a high level of employee morale and engagement;
  • Conducts reviews or investigations when employee concerns are brought forward;
  • Monitors and advises leaders in the organization's progressive discipline process;
  • Leads the development and implementation of performance management systems that include performance development plans (PDPs) and professional development goals;
  • Provides guidance and recommendations for the Executive Director on decisions up to and including employment terminations;
  • Leads the implementation of health and safety programs and activities, monitoring the tracking of WCB-required data;
  • Develops and leads organizational strategy including succession planning, workforce development, job design, staff forecasting, key employee retention, organization design, and change management;
  • Leads a process of organizational development that plans, communicates, and integrates the results of strategic planning throughout the organization;
  • Manages employee communication and feedback through formats such as organizational meetings, suggestion programs, satisfaction surveys, newsletters, one-on-one meetings, and intranet use as applicable;
  • Chairs or oversees committees including the wellness, training, workplace and environmental health and safety, and staff appreciation activities;
  • Establishes the organization's wage and salary structure and policies;
  • Leads competitive market research to establish fair and equitable pay practices and pay bands that help to recruit and retain valued team members;
  • Researches and implements cost-effective, employee serving benefits; monitors national benefits environment for options and cost savings;
  • Provides necessary education and materials to managers and employees including workshops, manuals, employee handbooks, and standardized reports;
  • Establishes an in-house employee training system and overseas external training programs that includes needs assessments, new employee orientation and onboarding, management development, cross-training, measurement of training impact, and knowledge transfer;
  • Assists with the development, monitoring, and implementation of the organization's training budget;
  • With the support of the Executive Director, develop IRSA's HR mission that aligns with IRSA's principles and objectives.

The Human Resources Manager assumes other responsibilities as assigned by the Executive Director.

What You'll Bring

You have:

  • A post-secondary degree in Human Resources or related disciplines coupled with three years of progressive Human Resources experience, or an equivalent combination of education, training and experience in a Human Resources centred role;
  • Demonstrated experience in all aspects of Human Resource Management;
  • Proven success in leading the fair and consistent execution of Human Resources policies and procedures;
  • Proven track record in leading change and transformational initiatives;
  • Exceptional relationship-building, client service, and communication skills;
  • Ability to listen, motivate, and support others;
  • Ability to demonstrate a collaborative and flexible approach to problem-solving;
  • Ability to communicate effectively in the English language, with excellent written and verbal communication skills;
  • Confidence in public speaking and presentation settings; and
  • Comfort with multilingual and intercultural work environments.

Additionally:

  • Being bilingual would be considered an asset;
  • Having experience in the not-for-profit sector would be an asset;
  • Having experience with employment law and immigration regulations would be an asset;
  • You must currently be able to work in Canada; and
  • You must present a satisfactory criminal record check to work with vulnerable populations.
